A passenger in the vehicle, 36-year-old Tracy Howes also suffered serious injuries in the crash. She was taken by Knox County Ambulance to Northeast Missouri Regional Medical Center and then Life-Flighted to Blessing Hospital in Quincy, IL.
Brogan was arrested for assault in the 2nd degree by vehicular injury; careless and imprudent driving, failure to drive on the right half of the roadway, driving while suspended, and driving while intoxicated.
The Highway Patrol was assisted at the scene by the Edina Fire and Rescue Squad, the Edina Police Department and the Missouri Department of Transportation.
