Voters To Decide Fate Of $5 Million Sewer Project

June is not typically a month people think about going to the polls. However in Scotland County a $5 million bond issue for the Consolidated Public Water Supply District #1 may change their minds.

One June 8, voters in the rural water district will decide the future of the bond issue that has been earmarked for the creation of a sewer district in conjunction with the water supplier.

“For the past several years the communities of Gorin and Rutledge have been pursuing sewer systems for their towns,” said Bill Camp, CPWSD #1 Director. “The only way this is possible is through the creation of a sewer district.”

If the ballot issue passes a sewer district would be created. It would be a separate entity from the CPWSD #1 but would likely be run through the rural water office and governed by its board of directors, an elected body.

The ballot issue reads: “Shall Consolidated Public Water Supply District No. 1 of Scotland County, Missouri, issue its sewerage system revenue bonds in the amount of $5,000,000 for the purpose of acquiring, constructing, and equipping common sewer treatment facilities to serve properties within the District…”

The issue would not mean that $5 million would immediately be spent on the project.

Camp said if voters approve the ballot issue, the district would hire an engineering firm to perform feasibility studies to determine the best methods for bringing sewer service to the customers of the rural water district. Options would include waste-treatment facilities or more likely lagoons like the City of Memphis maintains.

Once the appropriate plans were in place, the district would then begin to seek funding for the projects through the USDA via grants and loans.

Revenue outlay by the district for projects or for the repayment of loans would not be taxed based, Camp said. The bond issue would be paid for strictly from revenue generated by the new sewer service.
