School Seeking Bids For Sale Of New Building Trades House
On September 30th the Scotland County R-I Board of Education met in regular session with all seven members present. President, Ellen Aylward, called the meeting to order at 6:30 p.m.
Tuck Pointing North School - Marv Roster from KARR Tuck Ppointing Incorporated was present to talk to the Board about tuck pointing the elementary building. Mr. Roster went into detail about the proposal presented with the tuck point bid presented in July. This presentation was informational only and no action was taken by the Board at this time.
Open Bus Bid – In August the Board authorized the district to advertise for sale a used bus with the bid to be opened at the September meeting of the Board of Education. One bid was received for the Board to consider. Prior to the opening of the bid the Board established a minimum of $500. The bid from Fire Safety Systems of Kirksville was for $500.00. The Board voted 7-0 to accept the bid.
Board Workshop – Board President, Ellen Aylward, reported of the recent board workshop. Items discussed at the workshop were – budget, central office space, tuck pointing the elementary building, building trades development plans, MAP testing performance and goal setting for the district. Since this was a workshop, items were discussed, but no action was taken.
Substitute Teacher List – Annually the district is required to have a list of substitutes approved by the Board of Education. Last month the board approved the substitute list. This month there were five names added to the sub-list. The Board voted 7-0 to approve the additions to the 04-05 sub-list pending the passing of the required background checks by each individual.
Mi-Lor Curbing Update – George Koontz, the chairman of the Mi-Lor Curbing Committee, reported to the Board the status of the curbing project. The committee of Paul Campbell, David Kirkpatrick, Koontz and Superintendent Dave Shalley, met with Roy Monroe, the head of the city street department, to discuss the curbing project. No action was required of the Board since this item was for informational purposes only.
MSBA Updates - The Board considered 18 updates to local board policy as submitted by MSBA for the Boards consideration, three policies were left unchanged, three policies were rescinded and twelve will be maintained in the procedures manual.
One of the most important services provided by MSBA to the district is the policy, procedures and forms manual services developed by the MSBA legal team. The current policy manual contains in excess of 500 policies, which MSBA semi-annually revises and makes recommendations for the Board to consider. The Board voted 7-0 to accept the proposed changes as presented.
MSBA Fall Conference – The annual Missouri School Board Association Fall Conference will be October 22, 23, and 24, 2004 at the Lake of the Ozarks. The Board discussed the meeting and made plans for the annual gathering of school boards from across the state. This being a discussion item only, no action was required by the Board.
Overnight Trip Requests – The Board received two letters of request for overnight trips to be taken in the month of October. The first was from Bill Cottrell for the National FFA Convention in Louisville, KY from October 27-29. The second request from Mr. Cottrell was for the Grasslands team to stay overnight in Columbia if they win the district contest scheduled for October 14th. The State contest is scheduled for October 21st. The Board voted 7-0 to approve the requests as presented.
Change Calendar for Board Meetings – The Board voted 7-0 to change the monthly meeting dates for November and December due to conflicts with the school calendar during those months. The November meeting was scheduled for the 25th, Thanksgiving, and was changed to the 23rd at 6:30 p.m. and the December meeting was changed from the 30th to the 15th at 6:30 p.m.
Permission to Solicit Building Trades House Bids - Annually, the Board offers for sale the building trades house constructed by students enrolled in the trades program. By statute the house must be advertised in the paper in order for interested public to have the opportunity to bid on the house. The house will be advertised in the Memphis Democrat the weeks of October 6th and October 13th, with sealed bids to be returned to the office of the Superintendent by no later than 4:00 p.m. on Tuesday, October 26th. President Aylward appointed a committee of Koontz, Campbell, Kirkpatrick and Dave Shalley to open the bids and to award the bid to the highest bidder, if the highest bidder meets or exceeds the floor price the Board will establish. The vote was 7-0 to advertise the house for sale.
Declare Surplus Property – The Vocational Agricultural department has advised the school that they have three MIG wire welders they wish to dispose of. In order to offer the items for sale the Board must declare these items surplus property. The board did so by a unanimous vote, and the welders will be advertised for two weeks in the paper with bids to be opened at the next Board meeting.
Discuss Addition of a Special Education Aide – Rhonda McBee, Federal Programs Director, presented a report to the Board of Education on members of Special Education students and the services provided. The number of students being served has increased this year by 9% over last year. Mrs. McBee also discussed various ways the district could provide services. No action was required by the Board on this matter.
In executive session the Board voted 7-0 to extend the contract of the Technology Coordinator 10 days for work to be over the summer.
