School Board Approves Sale Of Latest Building Trades Home
The Scotland County R-I School District has added yet another residence to the community. The successful building trades program is just now beginning to escape the cold weather to work indoors at the latest construction project, but the residence already has new owners.
Superintendent Dave Shalley indicated that the SCR-I School Board had given initial approval to a bid from Mike and Kelly Frazier to purchase the home. The district considered two bids for the sale of the home during the November board meeting.
According to Shalley, the Frazier bid met or exceeded the established floor price set by the board and their bid was accepted.
The new home is the second built by the school on the district’s property located north of the campus and the district’s bus barn.
In other business, the board of education officially established the filing dates for the 2006 election of board members. Candidates may file for the April election beginning on December 13th in the office of the superintendent. Filing will close at the end of the business day on January 17th. Normal office hours are 8:00 a.m. to 4:00 p.m.
The board authorized senior Brittney Courtright as the district’s candidate for the John T. Belcher Scholarship established by MSBA in honor of John T. Belcher, who was instrumental in developing a number of innovative financing programs that improved the learning environment for thousands of Missouri public school students.
MSBA’s Regional Leadership Committees choose the winner in their respective region. The MSBA Statewide Scholarship Committee chooses one statewide winner from the 17 regional winners. The Statewide winner receives a $1,500 scholarship and the other regional winners each receive a $750 scholarship. This application will be sent to the regional leadership committee for evaluation.
Principal Ken Cross presented the procedural evaluation for the districts co-curricular report.
Annually the district is required to have a substitute teacher list approved by the Board of Education. The additions had already met the requirements needed to be a substitute in Missouri. The Board voted 6-0 to accept the list as presented.
Shalley informed the board the district is in the process of updating its job descriptions in order to meet new requirements or changes by law. Job descriptions updated at the November meeting included district bookkeeper, superintendent’s secretary, and transportation director. The updates were approved by a 6-0 vote.
The district’s annual membership to the Missouri School Board Association was renewed at the November meeting.
MSBA has developed a new dues schedule for member schools based on total current disbursements. The organization is also changing the payment schedule to reflect a transition to a new fiscal year policy as opposed to the old calendar year schedule.
“MSBA provides valuable services to the district including legal service, policy service, and participation in the natural gas consortium to mention a few,” stated Shalley.
The district had two payment options, six months or eighteen months. The dues for six months were $1,750 and for eighteen months were $4,988, including a 5% discount for 18 months.
The Board voted 6-0 to continue membership with MSBA using the eighteen-month option. At the end of eighteen months the dues will be on a twelve-month cycle.
Shalley informed the board he had been in contact with representatives from Newton Learning concerning the upcoming 2006 summer school.
He noted the district is reviewing changes in state law that effect summer school funding and new requirements for enrollment that might have an effect on the SCR-I district.
The Missouri Secretary of State’s Office recently hosted a meeting for school districts regarding record preservation, which was attended by SCR-I representatives. Shalley informed the board of the possibility of a state grant for the preservation of permanent school district records.
“I specifically had in mind the student records in the high school,” Shalley stated. “We are out of room. The records can not be destroyed. The grant is a 70-30 match for most everything but equipment, which is 50-50.”
Shalley recommended applying for the grant to allow the district to transfer the records onto microfilm and digital disk.
“The grant would only pay for the microfilm portion,” Shalley noted. “This will be a major task that might take more than a year to complete. The grant is only a one-year proposition, but could possibly be renewed.”
The board authorized Shalley to commence work on the grant application and approved a financial commitment letter if the grant application is approved.
The board received a final report on the high school roof repairs and viewed photos of the completed project.
“The project went well and will hopefully solve the problems of leaking that we were having,” Shalley said.
The board also reviewed a few problem areas on the elementary school roof but took no action.
