Downing City Board Discusses Using Surveillance Cameras

The board of the City of Downing convened in regular session on December 4, with Mayor Jerry Fry presiding. Others present were Aldermen Bettie Phillips, Carolyn Schmitter, Carol Seamster, and Gene Bruner; Carolyn Anderson, Tommy Anderson, Paul Doi, Richard Buford, Phyllis Whicker and Willa M. Gooden.

Copies of the agenda, minutes of the previous meeting, water/wastewater reports, deposits and disbursements and Resolution #77-2006-1 establishing a date and purpose of the municipal election were given to board members. The agenda was corrected and approved, minutes were approved as written and payment of bills allowed.

After the water/wastewater reports were reviewed, Paul Doi and the board discussed the possibility of setting up surveillance cameras in strategic areas. No decision was made at this time.

The board agreed to allow Richard Buford, our marshal, a gas allowance as a part of employee expenses.

The Building Commission has not met this month but has sent out one letter regarding either the repair or demolishing of unsafe buildings. We have not received a return receipt on this certified letter.

A “Thank You” goes to Santa’s helpers who put up the Christmas lights and left a beautiful wreath at City Hall. These helpers include Ameren UE, Gene Bruner, Carolyn Anderson, Tommy Anderson, Carol Seamster, and Kathy Middleton.

Resolution #77-2006-01 establishing a date and purpose for the municipal election was passed. The City of Downing will hold an election for positions of one Mayor for a one-year term. Also, one Alderman North Ward and one Alderman South Ward will be elected for a term of two years each on April 3, 2007 at City Hall. The City Clerk will accept applications for these positions between the dates of December 12, 2006 and January 16, 2007 during office hours at City Hall.

Three ordinances were considered and read by title only for the first reading. They will be posted at City Hall until the final reading on December 18, 2006. These ordinances include one regarding the marshal’s qualifications and duties, one relating to the Mayor and Board of Aldermen – generally and one designating the Schuyler County Associate Circuit as Municipal Court for Downing.

The possibility of having a skateboard area in Downing was discussed. The board felt that at the present time we didn’t have an appropriate place.

Edwin Jackson brought a copy of an agreement made in 1976 between the City, Appreciation Days Committee and the Downing Housing regarding use of their drive during activities at the Appreciation Days Park. The board discussed maintenance of the Downing Housing Drive. It belongs to the Housing but is used extensively by people attending activities at the Downing Appreciation Days Park and the Coffey Ropers Arena. It was suggested that the City maintain it as a street. Edwin Jackson and Gene Bruner will be discussing this with the Downing Housing Board and will get back to us.

Ongoing items of interest that were tabled included progress on our CDBG Demolition Project, water rates, restricted parking signs, and stones at the cemetery that need to be repaired.
