Memphis Site Will Be 8th License Office Awarded Through Competitive Bid Process

The Missouri Department of Revenue (Department) announced August 22nd that an eighth motor vehicle and driver license contract office, the one located in Memphis, will be the subject of a Request for Proposal (RFP) to engage the public in an open, competitive bid process for operation of this license office.

“My administration is the first ever in Missouri to open contract offices to this competitive process and we plan to continue this approach,” Gov. Blunt said. “This is one of the many initiatives we have enacted to make state government more open and transparent. Initiatives like our award-winning Missouri Accountability Portal are providing taxpayers with the greatest access to information in our state’s history. We have already successfully awarded five contracts as part of this open and competitive process, and the competition for the Memphis office and two others are now going through the process.”

The Department currently contracts with 183 independent contractors throughout the state to provide motor vehicle titling/registration and license services. The RFP for the Memphis office is available on the state’s On-Line Bidding/Vendor Registration System at https://www.moolb.mo.gov/ . The Memphis Contract Office is located at 103 South Main.

Proposals from interested parties are due on September 19, 2008.

Like the RFP for West St. Louis County, Harrisonville, Potosi, Vandalia, Savannah, Richmond and Steelville contract offices, the Memphis RFP details the requirements for confidentiality, personnel training, office facility and equipment needs, sales and service, security, and record keeping.

“It is imperative we maintain a high standard for customer service,” said Director of Revenue Omar Davis. “We continually look to our offices for ways to improve customer service and the bid process will help us continue to achieve this goal.”

A copy of the RFP may be obtained at https://www.moolb.mo.gov. To review the RFP, select “Guest” on the home page. Click on “Open Bids by Agency” and scroll through the list of bids until you locate bid number B3Z09056. Click on the bid number and click it again in the second paragraph of the Open Bid Detail page. A page will open where you may download the official bid document in a Microsoft Word or PDF format.
