Downing Board Discusses Sewer Permit Changes at July Meeting
The board of the City of Downing convened in regular session at 6:00 p.m. on July 6, 2009 with Mayor Alan Garrett presiding. Aldermen present were Bettie Phillips, Rodney Newland, Carolyn Schmitter, and Dawn Buford. Others present were Carolyn Anderson, Tommy Anderson, Richard Buford, Adam Dorrell, DeWayne Mullinix, Richie Forsythe and Willa M. Gooden.
Copies of the agenda, minutes of the previous meeting, water/wastewater reports, deposits and disbursements; also, copies of the Annual Consumer Confidence Report were given to the board members. The agenda and minutes of previous meeting were approved, reports were reviewed and payments of bills allowed.
Consumer Confidence Reports have been posted at the Cheese Post, Corner Grocery & Grill, Downing Housing, City Hall, U.S. Post Office, Bank of Kirksville and Ruth Enterprises and are available at City Hall.
Adam Dorrall, Benton Associates, informed the council of recommendations regarding renewing the city’s sewer permit, which is due in April 2012. Requirements for testing will be changed and he felt the city should start doing some of them now.
The city will be advertising for bids regarding road tubes this summer. Other street improvements including ditches were discussed.
Gene Bruner and Peggy Middleton are taking donations for a historical monument for the Prime grave in the Downing Cemetery. The city is replacing the board fence with vinyl fencing and plans to do other things to improve the cemetery.
The board scheduled a special meeting on July 13th regarding the possibility of oil treatment for the streets. Also, the August meeting will be on the 11th at 6:00 p.m. instead of the regular meeting time.
