Filing Opens Tuesday for County, State Offices

Filing for county offices subject to the August primary and November general election will officially open at 8:00 a.m. on February 23rd at the Scotland County Clerk’s office.

County Clerk Betty Lodewegen has announced that the order in which names will be listed on the ballot will be decided by a random drawing for all candidates that file on the first day. All other candidates will be listed in order of their filing date.

Missouri Statute 115.395. states “the election authority responsible for oversight of the filing of candidates, other than candidates that file with the secretary of state, shall clearly designate where candidates shall form a line to effectuate such filings and determine the order of such filings; except that, in the case of candidates who file a declaration of candidacy with the election authority prior to 5:00 p.m. on the first day for filing, the election authority may determine by random drawing the order in which such candidates’ names shall appear on the ballot.”

Lodewegen indicated each candidate that files for an office on opening day will draw a number, with the lowest number being listed first on the ballot.

Candidates can begin filing on Tuesday, February 23rd for the offices of Associate Circuit Judge, Presiding County Commissioner, Clerk of the Circuit Court, County Clerk, Recorder of Deeds, County Treasurer, Prosecuting Attorney, and Collector of Revenue.

Declarations of candidacy may also be filed for the primary election for Township Committeemen and Committeewomen to serve on the local political committees.

At the state level, local candidates can file for the following openings: U.S. Senator; State Auditor; Representatives in Congress, District 9; State Senator, Eighteenth District; Member of the House of Representative, District 1; Circuit Judge, Circuit No. 1.

When filing all candidates must present proof of identity, either a voter ID card, Missouri driver’s license, birth certificate or other form of certified photo ID.
