Alleyway Vacated by City to Make Way for Development

A local developer will have a little additional flexibility in planing a proposed office building complex on Jefferson Street in Memphis following the city councilís agreement to vacate a portion of the alleyway that crosses the property.

Sandy Arnold presented the request on behalf of property owners Bob and Rennetta Rockhold seeking the closure of a portion of the alleyway at the south end of the Jefferson Street block between Washington and Main streets. The site is located north of the Memphis City Hall.

The city voted 4-0 to vacate the south 123.5 feet of the alleyway, allowing that ground to be utilized in a proposed development of the property owned by the Rockholds.

Arnold indicated initial plans under consideration would use the area for parking.

The move does not close the alleyway, which still maintains access from the north for all other property owners. The Rockholds currently own the ground on both sides of the vacated portion of the alleyway.

The city discussed the alley right-of-way used for utility access and determined adequate coverage of the block could be maintained without alley access on that end.

The board of aldermen noted that any development on the site would require a building permit that would be subject to city approval at a later date.
