School Board Prepares For Opening Day of 2011-12 School Year

The Scotland County R-I Board of Education put the finishing touches on the summer vacation and made final preparations for the start of the 2011-2012 school year in the final meeting before the first day of school. Vice President George Koontz called the regular session meeting on Tuesday, July 26, to order at 6:30 p.m. with four members present. Randy Tobler arrived at 7:00 p.m. Gary Miller and Matt McKee were absent.

The board was forced to fill an additional vacancy heading into the year after receiving a letter of resignation from high school science instructor Sharon Veatch. The board voted 5-0 to accept her resignation, with regret.

That and several other positions were filled during the executive session portion of the meeting. The board went into executive session at 8:22 p.m.

The board voted 5-0 to accept the following recommendations for employment: Jennifer Woodley - Social Studies; Teresa Creek - High School Secretary; Faith Ann Miller - Para; Terri Slaughter - Science.

A number of extra-curricular duty assignments were also unanimously approved by the board, including: Don Miller - Assistant Varsity Softball; Faith Ann Miller - Assistant JH Softball (to replace Jaryt Hunziker); Troy Carper - Junior High Football; Andy Mallett - Junior High Football, Andrea Hunt - Junior High Cheerleading; and Jennifer Woodley - Campus Bowl.

In other business, Superintendent Dave Shalley presented a legislative and funding update for the board members. Shalley started with a financial update for the concluded 2010-11 fiscal year.

"Preliminary reports indicate we finished the year with a deficit of $86,825.44," he stated. "This is well below the budgeted figure of $426,817. This is the result of staff reductions prior to the beginning of the school year and careful spending by our staff."

He added another key factor was higher than expected revenues, which came in $258,715 more than budgeted.

"The economy of the state proved a little better than figures provided during the budgeting season and also included federal stimulus dollars that will not be available in the future," he said. "Our projected expenditures fell $53,387.71 below the budgeted amount, thus accounting for the smaller deficit. We will not close the year until the final audit is complete, which will take place next week. We will be able to provide exact numbers at that time."

Exit Interviews

The creation of an exit interview system for certified staff leaving the district was discussed at the June meeting. The superintendent was asked to investigate other schools' policies on this process and collect sample interviews. After reviewing the material from neighboring districts, the board decided this would be a useful tool and will begin the development of an exit questionnaire for certified staff.

Milk/Bread Bids<br>
The board received milk bids from Prairie Farms and bread bids from IBC Sales and Sara Lee. After reviewing the bids, the board voted 5-0 to accept the firm bid on milk from Prairie Farms and the bread bid from Sara Lee.

Student Handbooks

Elementary School Principal Rhonda McBee and High School Principal Ryan Bergeson presented the student handbooks to the board for their respective buildings. After reviewing both handbooks, the board voted 5-0 to approve the handbooks, as presented.

Personal Day

The board voted 5-0 to approve a personal day request for a half day in order to extend the Labor Day holiday.

Meeting Date Changes

Due to conflicts, the August meeting has been rescheduled for Monday, August 15, with the Tax Rate Hearing at 5:30 p.m. and the regular meeting at 5:45. The September meeting will be Thursday, September 15, at 6:30. Approved 5-0.
