Bid Awarded for Airport Runway Resealing

In the era of prevailing wages and government projects, bargains seem to be few and far between for municipal stakeholders. However, the City of Memphis emerged from the recent bid process for the Briggs-Smith Memorial Airport runway resurfacing project under budget.

A contract was awarded to McConnell & Associates, a Kansas City firm that has been performing pavement services since 1965. The winning bid was $50,298.26 to perform removal nearly 10,000 square feet of existing pavement markings, and re-painting of the white, black and yellow runway and taxiway markings. The project also calls for, tack coat and pavement friction sealcoat surface treatment and crack and joint resealing.

Project designer Crawford, Murphy & Tilly, Inc. had projected the cost of the project at $80,000. Another $30,000 - $35,000 in engineering and design fees was expected to bring the total project cost in at approximately $115,000.

With the lower resurfacing costs, the city is anticipating the project will cost less than $75,000.

The project is being funded by federal general aviation non-primary entitlement grant funds, administered by the Missouri Department o Transportation through the Community Development Block Grant program. The city will utilize the existing funds of $103,478 from 2009, which requires a local match of 5%.

The annual allotments of $150,000 switched to a 10% match requirement in 2010.

Currently the city has nearly $600,000 available in entitlement funds that could be used for airport improvements when locally matching funds are available.
